- MBA in Banking & Finance from Nanyang Technology University in 1994
- Master’s Degree in Computer Science from the University of Wisconsin-Madison, USA in 1990
- 1st Class Honours Degree in Mechanical Engineering from the National University of Singapore in 1985

- Mr. Tay held the position of a director in several companies in the past; including Ntegrator
(SGX:5HC), Frontline, IPACS, Novasprint, Eutech, Vivid, Linbert, UTAC (SGX:U12 Alt Dir), Level9, OfficeA2Z, VChain, Magzone, InfoTech Fund I, FTF I, FTF II and Fortune Capital Management Pte Ltd. - Recently after 4 years’ tenure with Moelis, Mr. Tay had stepped down from the role as an advisor to Moelis Asset Management Ltd (ASX:MOE) after raising A$1Billion for the Moelis SIV188 fund in Australia in 2017. Mr. Tay has been active in M&A and fund raising for Vietnam companies. He is currently the director of IAG Holdings Ltd (HKSE:8513) and Inzign Pte Ltd. In his Corporate Advisory works, Mr. Tay is also active in deal origination for HKSE and Nasdaq IPOs
- In 33-year of working life, Mr. Tay carries with him an experience in
Investment, Fund Raising, Merger & Acquisition, Venture Capital, Private Equity and Corporate Advisory in sectors including IT services, Media, Medtech & Healthcare, Cleantech, ePayment, eCommerce, Manufacturing and Real Estate. - Engaged in redesigning business model for Magzone, a China top 4 digital magazine distribution & retailing business with presence in Singapore, Beijing & Shanghai in 2003.
- Mr. Tay initiated and merged the Singapore office supplies company with a regional leading player in 2003; making it the biggest office supplies e-Tailing player in the region.
- President of Fortune Venture Investment Group in Singapore for 12 years and managed 4 Asia focus regional funds from 2005 with investments covering the InfoTech, Electronics, Resource & Energy, Medical & Healthcare and the eCommerce Sector.
